Which Russian consulates in the USA still process passports in 2026?

Only three posts handle passport applications for the whole country:

• Consular Section of the Russian Embassy, Washington DC — 2641 Tunlaw Rd NW, Washington, DC 20007;
• Consulate General in New York — 9 East 91st Street, New York, NY 10128;
• Consulate General in Houston — 1333 West Loop South, Suite 1300, Houston, TX 77027.

The consulates in San Francisco and Seattle closed in 2017-2018. Applications require personal appearance — nothing can be mailed in, so West Coast residents must travel to one of the three cities.

Can you get the 10-year biometric passport in the USA, or only the 5-year?

As of 2026, US posts process both the 5-year old-style and the 10-year biometric passport. Caveat one: biometric intake abroad was suspended twice — in August 2022 and again in 2023 amid chip shortages — so verify availability before booking. Caveat two: biometrics — fingerprints (from age 12) and a digital photo — are captured in person. What if your passport has already expired?

You do not lose the right to renew — an expired passport is a normal basis for a new application. The problem is travel. If you must enter Russia before the new passport arrives, the only consular tool is the certificate of return (svidetelstvo na vozvrashchenie): issued within 3 business days, no consular fee, valid 15 days, and it works in one direction only — into the Russian Federation. It requires your internal passport or, if you have none, two Russian citizens with valid passports appearing in person to confirm your identity. After arrival it must be surrendered within 3 days. Why can't the consulate issue an internal Russian passport?

Internal passports are issued only on Russian territory by the MVD — no consulate has that authority. If your internal passport lapsed at the age-20 or age-45 replacement mark, it can only be replaced during a trip to Russia.
