Who we are
SafeBridge Insurance is the insurance desk of Dmitry Borovoy, a New Jersey-licensed property and casualty insurance producer (NJ license 3004390206, NPN 22313558, DRLP Dmitry Borovoy), with nonresident licenses in New York, Pennsylvania, Florida and other states (22 states in total).
Quotes are bound by SafeBridge Insurance, licensed producer Dmitry Borovoy (NJ 3004390206, NPN 22313558). The license is individual and public: look it up by NPN in the NAIC State Based Systems registry (sbs.naic.org).
We are part of the TruckerNavi ecosystem, which has been filing MC/DOT authority and running safety compliance for Russian-speaking carriers since 2019. That is why we treat insurance as part of the whole picture: the federal filing, MC activation and audits, not a standalone policy.

Who we insure
- Owner-operators and small fleets: 1 to 8 trucks
- New authority: a brand-new MC number with no insurance history
- Car haulers: hotshot pickup rigs with a 2-5 car trailer and semi stinger rigs for 7-10 cars
- Reefer and dry van operations
- Reactivations: the MC was inactive and insurance with a new filing is needed to bring it back
What goes into the first policy
| Coverage | Why |
|---|---|
| Auto liability $750,000 to $1,000,000 | With the BMC-91 or BMC-91X federal filing that the insurer sends to FMCSA. $750K is the federal minimum for general freight on trucks over 10,001 lbs (49 CFR 387.9); most brokers and shippers ask for $1,000,000. |
| Cargo $100,000 | The standard broker requirement. The honest minimum limit, not a padded one. |
| Nothing extra | Physical damage, UM/UIM, PIP, non-trucking liability, trailer interchange and general liability only when you ask for them or a contract requires them. The first policy is quoted at the minimum, not from a template with a safety margin. |
How the process works: 5 things to gather
- 1
Weight and type of each truck
GVWR, year, make and VIN of every truck and trailer; car hauler, reefer or dry van. The weight class sets both the liability minimum and the list of insurers that will quote at all.
- 2
Garaging address and state
Where the truck sleeps: this is the rating state and the list of available markets. NJ, NY, PA and FL differ noticeably in both price and markets.
- 3
CDL and experience
Driver's license, date of birth and years of CDL experience. For an owner-operator the owner is listed as the first driver: extra drivers and units only raise the price.
- 4
Loss runs or a no-loss statement
Three years of claims history from prior insurers. For new authority a confirmation that there is no history is enough: that is a normal situation with its own markets.
- 5
Motus profile check
Your USDOT/MC record in Motus, FMCSA's new registration system (motus.dot.gov, live since May 14, 2026): legal name, address, operation classification and cargo carried must match the application, or the BMC-91X filing will not attach to your authority.
With these five items the application goes to market the same day. After payment the insurer sends the filing to FMCSA electronically and it appears on your MC record.
Frequently asked questions
Do you help with truck insurance in Russian?
Yes. All communication is available in Russian and English: phone (315) 871-0833, email quick@truckernavi.com. We are based in New Jersey and work with carriers in NJ, NY, PA, FL and the other states where the license is held.
Who holds the license and how do I verify it?
Dmitry Borovoy, a New Jersey-licensed property and casualty insurance producer (license 3004390206, NPN 22313558), with nonresident licenses in NY, PA, FL and other states. Quotes are bound by SafeBridge Insurance, licensed producer Dmitry Borovoy (NJ 3004390206, NPN 22313558). Look it up by NPN in the NAIC State Based Systems registry at sbs.naic.org.
Do you work with new authority (new MC numbers)?
Yes, new authority carriers are our core profile. The TruckerNavi ecosystem has been filing MC/DOT authority for Russian-speaking carriers since 2019, so we know which markets accept companies with no insurance history and how to place the filing so the MC activates without delays.
What goes into the first policy for a new MC?
Auto liability $750K-$1M with the BMC-91/91X federal filing and $100K cargo. Physical damage, UM/UIM, PIP, NTL, trailer interchange and general liability are added only when you ask or a contract requires them. Mileage and radius on the application are the real numbers you give us.
What is the difference between BMC-91 and BMC-91X?
Both are the electronic proof of liability coverage that the insurer sends to FMCSA. BMC-91 certifies one policy that carries the full required limit; BMC-91X is used when the coverage is built from more than one policy or insurer. Without an active filing the MC does not activate.
What trucks and cargo types do you insure?
Owner-operators and fleets of 1 to 8 trucks: car haulers (hotshot pickup rigs and semi stinger rigs), reefers and dry vans. For car haulers, cargo is placed separately under the rules of the specific market.
